Overview:

In the increasing trends of population at present, the areas used for construction are becoming narrower; there must be some ways to increase the land available for construction such as: high-rise buildings, the underground and floating construction works... The new technology nowadays enables construction to be carried out on the weak land, the floating urban area... especially in the locations with beautiful landscapes such as  bays, along the shallow water coasts. Coastal landfill is one of the solutions. In accordance with the general development plan that can make use of the natural landscape of Rach Gia Bay, the project of a new urban complex on the landfill territory in front of Rach Gia Bay is performed, and has been leaders of Kien Giang Province approved.

Phu Cuong Kien Giang New Urban Complex is a coastal urban complex located at lot #4 & 5 of Rach Gia landfill territory, along national highway 80, stretching 3km long from Vinh Thanh Ward to Rach Soi Town in the south. The boundaries of this new urban complex include:

• To the north: Lot #3 of Urban Landfill territory, Le Hong Phong Street
• To the south: Kenh Cut Canal, Rach Soi River
• To the east: The existing inhabitation area, along Lam Quang Ky Street
• To the west: the sea (Rach Gia Sea)

Phu Cuong Kien Giang Ocean Urban Complex is engineered to be a high-class urban complex comprising a commercial center, a low-rise public service area, and surrounded by resident villas and urban houses. The overall theme of the new urban complex is contemporary with unique features satisfying the local demands for resident housing, leisure activities (resorts) and tourism.

There will also include high quality services available such as a 4-star hotel, a 5-star resort, a 5-star hospital… which will contribute large incomes to the province as well as comply with international tourists’ demands for lodging and entertainments. In terms of economic development, this new urban complex will positively influence the surrounding districts such as Tan Hiep, Chau Thanh, An Bien as well as the neighbor provinces such as An Giang, Can Tho…   Besides, this new urban complex will be the foundation for the stable development of Phu Quoc Island, and the unique combination of Industrial zone – Power plant – Seaport in Kien Luong.

Master plan:

The size of Phu Cuong Ocean Urban Complex is relatively small. The urban complex core is highlighted by a contemporary commercial center allocated along the commercial streets. Luxury villas with beautiful landscapes will satisfy the demands from high-end inhabitants. Some unique handicraft villages in harmony with traditional culture will be included in the urban complex to highlight its own specific features. On a basis of multifunctional orientations, the urban complex is designated for 15,000 inhabitants, and comprising:

• The central administrative area
• The inhabitation area including resident houses and villas
• The commercial and service area
• A fish port and a wholesale market

Implementation scheme:

Out of a total size of 1,466,812 sq meters, the new urban complex Phu Cuong Kien Giang Ocean Urban Complex will occupy 3 areas with allocated sizes as follows:

• Area 1: 1,262,931 sq meters  (partly lot #4 & 5)
• Area 2: 98,881 sq meters (ocean expansion along Phan Thi Rang street)
• Area 3: 105,000 sq meters (new fish port next to Southwest Rach Soi inhabitation area)

• Phase 1 (2009-2010) Construction of urban infrastructure and main traffic system
• Phase 2 (2010-2014) Construction of remaining infrastructure and buildings for service, commercial and housing areas

Highlights:

The overall theme of the urban fully complies with the urban development master plan of Kien Giang Province as well as the Mekong Delta. The new urban complex will play an important role in diversifying the satisfactions of demands for residence, commerce and services from inhabitants and tourists.

A commercial and financial center in an “egg" shape seen from aero view, located at the central waterfront represents for “vitality and development” of the urban complex. This unique symbol is comparable with Opera House of Sydney, will represent for Kien Giang, the Mekong Delta and Vietnam.

Phu Cuong Kien Giang Ocean Urban Complex is expected to be ranked the national 2nd class city.  The overall allocation of commercial area with high-rise buildings along the main streets, behind the service area at a lower level, and behind luxury villas at a lower level, all facing to the sea, will create for the urban complex a wide open view to the sea. 

Phu Cuong Kien Giang Ocean Urban Complex will be an attractive spot of the province in an attempt of attracting various and potential investments to the province, especially to the commercial hub along Ba Thang Hai and Phan Thi Rang streets. The economic structure of Kien Giang province as well as the Mekong Delta will be therefore improved.
